Military Leave

As many of you know, there has been an issue for some time now with the law that governs paid time off for armed forces related leave and maintaining seniority and the accrual of paid sick, personal and vacation time during such leave. 

The current law states that paid leave would be provided “not exceeding 34 days in any state fiscal year and not exceeding 17 days in any federal fiscal year.”

The good news is you don’t have to spend any time trying to figure out what the above language means because we were able to fix it and expand the benefit. 

Youth Detention Workplace Violence

Attached you will find a fact sheet on this subject we hope you can contract your steward to provide information with incidents of staff violence, local 1368 has incident reports to document issues and concerns. 

 There are links to OSHA guidance in the document, We hope you can share important experiences, especially regarding activities to meet the challenges presented by short-staffing and workplace violence....

Nominations/Elections UPDATE

Nominations for all postions within the Local were held on October 1st, 2018 as was laid out in the mailer you received. All positions had individuals nominated and none of the positions had more than one nomination. Therefore no elections are necessary and as in accordance with AFSCME Elections code the following nominees are considered elected:

Pay Raises

You should see a raise in your pay check this week as well as a years worth of retro from July 2017. Your next raise is early July as well so you should be seeing that second paycheck of July. Additionally there is a comp day for being essential personnel in your paycheck to use, this expires end of each year and you get a new one. We will keep you informed on the tax revenue numbers but they look good. If we hit those numbers, you will get an additional 1% raise with retro back to July 2017.

Upgrades

As many of you know we have been involved in a dispute with the commonwealth around a contract which involved .25% of the total contract value and how to use it. The committee which was formed @ 4 years ago has finally completely resolved this issue. The first portion of that money was distributed as a one time payout any member who was working when the contract commenced and was still working when it was paid. You saw this I believe a month ago in your paychecks. This money was originally intended as upgrades for various DMH, DPH, DDS, and ISO positions in DYS.

Contract Negotiations

The State is crying poor in contract negotiations. They claim low tax revenues and there is little money for raises. The current offer from the State is 1%, 2%, and 2% over 3 years. This is far too low to be acceptable. Furthermore they have told us any monetary items we wish to include need to be taken from this money I.E. hazardous pay for weather emergencies and higher shift differentials.
